2023年7月1日に開催されるソウル・クイア・パレードは、ソウル特別市の不透明な行政手続きによって会場であるソウルプラザ（ソウル広場）の利用が妨げられ、会場変更を余儀なくされました。
ソウル・クィア・パレードは2000年から開催されており、2015年以降は新型コロナウイルスパンデミックの渦中にあった2020年、2021年を除いて、ソウルプラザを会場としてきました。ソウル特別市は今回、あえてパレード開催日と同日に同会場の使用申請をしていた反LGBTQ+を表明する宗教関連団体に対して使用許可を出しました。
LGBTQ+の人権をめぐる東アジア各国の状況は、台湾で2019年に同性婚が可能になったものの、全体的には未だに根強い差別が残る過酷なものです。日本では、本声明を準備している期間にLGBTQ+についての“理解増進”を謳いながら差別を増幅しうる法律が可決・成立し、23日に施行されようとしています。中国では、国内最大のLGBTQ+人権団体が政府の圧力により、解散に追い込まれています。韓国ではソウル・クィア・パレードに対して反LGBTQ+の立場からの妨害が１万人以上押しかけ、パレードの進行に支障を与えている現実があります。だからこそ、各地でLGBTQ+の存在の可視化と人権回復を訴えるプライド・パレードが必要ですし、行われているわけです。この度のソウル市の動きは、行政権力がLGBTQ+への敵対姿勢を鮮明にし、反LGBTQ+諸勢力と共鳴しながら人権抑圧を加速させるものであり、到底看過できません。
同じく韓国のテグ市では今月17日、テグ・クィア・カルチャー・フェスティバルが開催されました。開催をめぐっては、テグ・キリスト教総連盟が開催禁止の嘆願を裁判所に提出し、保守派の洪准杓もこの動きを支持しました。裁判所は表現の自由の重要性を理由にこの嘆願を却下しました。また、テグ市政府は主催者の会場設営を妨害する目的で約500名の職員を当日の朝に会場に派遣しました。これに対して地元警察は「憲法によって集会の自由が保障されている」として、妨害を行った職員を会場から退去させ、テグ・クィア・カルチャー・フェスティバルは予定通り開催されました。裁判所や地元警察の判断はテグ市政府に宛てられたものですが、表現及び集会の自由を保障するか否かはソウル特別市にも問われています。
Transgender Japanはソウル・クイア・パレードと連帯し、東アジアにおける多様な人達の人権が擁護された差別のない社会、平等が担保された社会を望みます。 ソウル特別市におかれましては、LGBTQ+を排除し差別の助長に荷担するような判断をするのではなく、世界的な大都市であるソウルがLGBTQ+に開かれた街であることを大きくアピールするべく、正しい決定を選択することを強く願います。

서울시 행정 당국에 대한 서울 퀴어 퍼레이드 개최 방해에 대한 항의 성명
2023년 7월 1일 개최될 서울 퀴어 퍼레이드는 서울특별시의 불투명한 행정 절차로 인해 장소인 서울광장의 이용이 저해되어, 장소 변경을 강제되었습니다. 서울 퀴어 퍼레이드는 2000년부터 개최되어 왔으며, 2015년 이후로는 코로나19 팬데믹의 속에서 있었던 2020년, 2021년을 제외하고 서울광장을 장소로 채택해왔습니다. 서울특별시는 이번에 의도적으로 퍼레이드 개최일과 동일한 날에 같은 장소의 이용 신청을 한 반LGBTQ+를 표명하는 종교 관련 단체에게 이용 허가를 내렸습니다. LGBTQ+의 인권을 둘러싼 동아시아 각국의 상황은, 대만에서는 2019년에 동성결혼이 가능해졌지만, 전반적으로 여전히 근거 없는 차별이 남아있는 가혹한 상황입니다. 일본에서는 본 성명을 준비하는 기간에 LGBTQ+에 대한 “이해 증진”을 강조하면서 차별을 증폭시킬 수 있는 법률이 가결·채향되어 23일에 시행될 예정입니다. 중국에서는 국내 최대 LGBTQ+ 인권 단체가 정부의 압력으로 해체되고 있습니다. 한국에서는 서울 퀴어 퍼레이드에 반LGBTQ+의 입장에서의 방해가 1만 명 이상 몰려와 퍼레이드 진행에 장애를 주고 있는 현실이 있습니다. 그러므로, 각지에서 LGBTQ+의 존재의 가시화와 인권 회복을 호소하는 프라이드 퍼레이드가 필요하며, 진행되고 있는 것입니다. 이번의 서울시의 움직임은 행정 권력이 LGBTQ+에 대한 적대적 태도를 명확히 하며, 반LGBTQ+ 집단과 공명하면서 인권 억압을 가속화시키는 것이며, 결코 묵과할 수 없습니다. 또한 대한민국 대구시에서는 이달 17일, 대구 퀴어 문화 페스티벌이 개최되었습니다. 개최를 둘러싸고는 대구 기독교 총연맹이 개최 금지를 청원하고 법원에 제출하였으며, 보수파의 홍준표 시장도 이 동작을 지지했습니다. 법원은 표현의 자유의 중요성을 이유로 이 청원을 기각했습니다. 또한, 대구시정부는 주최자의 장소 설치를 방해하기 위해 약 500명의 직원을 당일 아침에 장소로 파견했습니다. 이에 대한 현지 경찰은 “헌법에 의해 집회의 자유가 보장되어 있다”고 주장하여 방해를 한 직원들을 장소에서 퇴거시키고, 대구 퀴어 문화 페스티벌은 예정대로 개최되었습니다. 법원이나 현지 경찰의 판단은 대구시정부에게 귀속된 것이지만, 표현 및 집회의 자유를 보장하는지 여부는 서울특별시에게도 묻혀있습니다. TransgenderJapan은 서울 퀴어 퍼레이드와 연대하여 동아시아에서 다양한 사람들의 인권이 옹호되고 차별이 없는 사회, 평등이 보장된 사회를 바라봅니다. 서울특별시에 있어서는 LGBTQ+를 배제하고 차별의 조장에 일조하는 판단을 하는 대신, 세계적인 대도시인 서울이 LGBTQ+에 개방된 도시임을 크게 알리기 위해 올바른 결정을 선택하기를 강력히 바랍니다.

Protest Statement Against Seoul Municipal Government’s Interference with Seoul Queer Parade
The Seoul Queer Parade, scheduled to take place on July 1, 2023, faced hindrances due to opaque administrative procedures by the Seoul Metropolitan Government, which resulted in the venue, Seoul Plaza, being inaccessible and necessitated a change of location.
The Seoul Queer Parade has been held since 2000, and except for 2020 and 2021 when it was affected by the COVID-19 pandemic, it has consistently used Seoul Plaza as the venue. However, the Seoul Metropolitan Government intentionally approved the usage request of a religious group opposing LGBTQ+ rights, which coincided with the parade date and applied for the same venue.
The situation regarding LGBTQ+ rights in various East Asian countries remains challenging, with persistent discrimination despite Taiwan legalizing same-sex marriage in 2019. In Japan, during the period of preparing this statement, a law that could amplify discrimination while claiming to “promote understanding” of LGBTQ+ has been passed and is scheduled to be enforced on the 23rd. In China, the largest LGBTQ+ rights organization has been forced to disband under government pressure. In Korea, over ten thousand people opposing LGBTQ+ rights have disrupted the Seoul Queer Parade, impeding its progress. That is precisely why Pride Parades advocating for the visibility and restoration of LGBTQ+ rights are necessary and being held worldwide. Therefore, the recent actions by the Seoul Municipal Government, which clearly demonstrate hostility towards the LGBTQ+ community and accelerate human rights suppression in harmony with anti-LGBTQ+ forces, cannot be overlooked.
Similarly, on the 17th of this month, the Daegu Queer Culture Festival was held in Daegu, Korea. There were attempts to ban the event as the Daegu Christian Federation filed a petition to the court, and conservative mayor Hong Joon-pyo supported this move. However, the court rejected the petition, citing the importance of freedom of expression. Additionally, the Daegu City Government sent approximately 500 staff members to the venue on the morning of the event with the intention of obstructing the organizers’ preparations. However, the local police ordered the obstructive staff members to leave the venue, stating that “freedom of assembly is guaranteed by the constitution,” and the Daegu Queer Culture Festival proceeded as planned. Although the court and local police’s decisions were directed towards the Daegu City Government, the issue of guaranteeing freedom of expression and assembly is also being questioned for the Seoul Metropolitan Government.
TransgenderJapan stands in solidarity with the Seoul Queer Parade and envisions a society in East Asia where the rights of diverse individuals are defended, discrimination is eradicated, and equality is ensured. We strongly urge the Seoul Metropolitan Government to choose the right decision that boldly showcases Seoul as a city open to LGBTQ+ communities, rather than supporting exclusion and fostering discrimination.
